We count every date from today to 31 December, including both. Each date goes into exactly one bucket: a weekend day, a public holiday that falls on a weekday, or a working day. That way no date is ever subtracted twice.

Public holidays rules
France has 11 public holidays (jours fériés). Alsace-Moselle (Bas-Rhin, Haut-Rhin and Moselle) adds Good Friday and 26 December. Holidays that fall on a weekend are not moved to a weekday.
By law only 1 May must be a paid day off; the other holidays are days off for most employees through collective agreements, which is how we count them. Many employers use Whit Monday as the Journée de solidarité, a working day. The default is 7 hours a day, matching the 35-hour week.
